Stomata is located on the underside of the leaves. These are small openings which allow the plant to breathe.
If they are blocked by the wax, it means the plant will not be able to breathe and therefore, the plant will not survive.
It does not affect the plant if the wax blocks the upper surface since there are no such openings in the upper surface.
Hope this helps.
