I think the qn shd read:

In 1 hour, no. of garment Nancy complete -> 1 unit
Mabel -> 1 unit + 3

1 consignment -> 24(2 U + 3) = 48U + 72

2nd scenario ,
12(2U + 3) + 4(1U + 3) = 3/5 (48U + 72)
5(24U+36+4U+12) = 3(48U+72)
...
1U=6
1 consignment -> 48U + 72 = (48 x 6) + 72 = 360
There were 360 garments in one consignment.
